As a result, the occupancy of a quantum Hall state is related to the genus of the real space compact manifold it populates. Recent developments, involving a careful reexamination of this coupling, have shown that these states possess a non-dissipative anomalous viscosity. In this talk I shall first give an overview of these phenomena and recapitulate how they follow from the well known Chern-Simons theory of a quantum Hall fluid. I shall then present a new semiclassical approach to understanding this viscous response, and other relevant properties of the quantum Hall states.
